Basic-branch officers who were promoted to captain five to six years ago will be in the primary zone of consideration for the fiscal 2016 Army Competitive Category major board that convenes July 13.

The board is tentatively scheduled to be in session until Aug. 10, and will be immediately followed by the annual Intermediate Level Education board.

Captains who are recommended for promotion will be considered for resident staff college attendance, either the 10-month ILE course at Fort Leavenworth, Kan., or several other stateside or overseas locations, or one of the 14-week abbreviated ILE courses at Fort Belvoir, Va., Fort Gordon, Ga., Fort Lee, Va., or Redstone Arsenal, Ala.

The primary zone for promotion will include all ACC Operations, Operations Support and Force Sustainment captains with dates of rank of March 31, 2010 through March 8, 2011.

The one-year below-zone category will include captains with DOR of March 9, 2011 through July 22, 2012.

The above-zone category will include previously passed-over captains with DOR of March 30, 2010, and earlier.

Officer evaluation reports submitted for this board must be received at the Human Resources Command by July 6, while other file updates should be submitted by July 1 to ensure sufficient time for processing. The ILE board will use the same documents packet as the promotion board.

Captains who are not selected for promotion will not be considered for school attendance by the ILE board.

Promotable captains who are not selected for resident ILE attendance will complete the mid-career education requirement via distance learning.

An online ILE slating preference tool was activated April 15 and will remain open until Aug. 1 for captains who are in a zone of consideration for promotion, and officers previously selected for ILE who have not yet attended school.

The Human Resources Command ILE panel will use the preferences to slate all 10-month course selectees to a particular schooling venue, whether that be a U.S. school or a foreign school.

The ILE slating preference tool can be accessed at https://knoxhrc16.hrc.army.mil/ahrc/ospp/home/htdocs/, while the online My Board File record review application will be available May 14-July 6 via the "Self Service" link on the Human Resources Command homepage at https://www.hrc.army.mil/.

The primary means for Regular Army officers to achieve MEL 4 (Military Education Level 4) certification and credit for Phase I of Joint Professional Military Education are:

• The 10-month resident Command and General Staff Course at Fort Leavenworth. Most students are members of the basic branches or functional areas 24 (Telecommunications Systems Engineering), 29 (Electronic Warfare), 30 (Information Operations), 40 (Space Operations), 46 (Public Affairs), 49 (Operations Research/Systems Analysis), 51 (Acquisition), 53 (Systems Automation), 57 (Simulations Operations) and 59 (Strategist).

• The 14-week satellite location course for functional area officers not included in the list above, and the Advanced Operations Course for officers who earning certification via the distance education ILE regimen.

• Equivalent 10-month resident courses offered by the Air Command and Staff College at Maxwell AFB, Ala.; the Naval Command and Staff College, Newport, R. I., and the Marine Command and Staff College, Quantico, Va.

• Naval Post-Graduate School, Monterey, Calif., an 18-month MEL-4 course for special operations (Special Forces, Psychological Operations, Civil Affairs and 75th Ranger Regiment) officers.

ILE-equivalent resident command and staff courses offered by the militaries of allied and friendly foreign countries are as follows:

Argentina, Australia, Bangladesh, Baltic Defense College (Estonia, Latvia and Lithuania), Belgium, Brazil, Canada, Chile, France, Germany, Ireland, Italy, Japan, Kuwait, Netherlands, Spain, United Kingdom and the Western Hemisphere Institute for Security Cooperation (Fort Benning, Ga.)
