The board schedule has been revised for fiscal 2015, which begins Oct. 1, re-ordering NCO boards and scheduling retention screenings for staff sergeants and above.

Senior NCO promotion and retention screening boards that meet in fiscal 2015 have been re-sequenced so that master sergeant selections will be made in February-March, sergeant first class in June-July and sergeant major in September.

The change, which alters the E7-E9-E8 alignment of the past few years, is reflected in the officer and noncommissioned officer board schedule that will apply for the new fiscal year.

In addition to recommending Regular Army and Active Guard and Reserve (Army Reserve) soldiers for promotion to the senior NCO ranks, these boards will screen staff sergeants and above for retention under the Qualitative Service Program, and as needed, the Qualitative Management Program.

The QSP reviews are a drawdown-related tool for the culling the ranks of specialties that are overstrength, or have limited promotion opportunity, or both. QMP screenings focus on senior NCOs who are not in compliance with Army standards of behavior and job performance.

The Army selection board secretariat at Fort Knox, Kentucky, will convene about 100 boards in 2015 to consider officers and NCOs for promotion, schooling, command, special assignments and involuntary separation and early retirement programs related to the drawdown.

Senior NCO assignments

In addition to the promotion and QSP boards, the Army also will convene panels this fall to consider senior NCOs for assignment to brigade and battalion command sergeant major and key billet positions that become vacant in fiscal 2016.

Selections for assignments to one- and two-star nominative command sergeant major and sergeant major key billet positions will be made by a board that meets in mid-June.

The annual series of Operations, Operations Support and Force Sustainment brigade-level command boards will convene in early November, followed one month later by boards for Army Acquisition Corps and Army Medical Department colonels.

Battalion-level command boards for 2016 will meet in September and October 2015.

Promotions for active component officers of the Army Competitive Category will be made by the lieutenant colonel board that convenes Jan. 21, the major and captain boards March 30, the colonel board April 21 and the chief warrant officer board April 22.

Senior service college selection boards will convene in late March for the special branches, as well as the Intermediate Level Education board for the Army Competitive Category. ACC colonels and lieutenant colonels will be considered for war college attendance by a board that convenes Aug. 19.

Force reduction boards

Drawdown-related force reduction screenings for officers include a Selective Early Retirement Board for Army Competitive Category colonels and lieutenant colonels in November, and Selective Early Release and Service Retention Boards for the Army Reserve in April.

Army leaders have not yet determined if reduction-in-force boards will be conducted for captains and majors in 2015 as they were in 2014.

However, if leaders do approve such boards, they would be held in February 2015, with separations and retirements occurring in 2016.
