Field-grade officers who want to compete for assignment to professor of military science positions that become vacant in 2017 must formally "opt in" for consideration by a centralized board that will meet Aug. 22-26 at Fort Knox, Ky.
About 80 PMS positions at colleges and universities in Cadet Command's eight-brigade structure are projected for fill by the August board.
Nine of these positions are slated for Active Guard and Reserve officers, and the remainder by members of the Regular Army.
Board selections will be made in two categories — one for majors and lieutenant colonels, and one for colonels and promotable lieutenant colonels who will be slated to the O-6 level PMS positions at schools with large Reserve Officer Training Corps populations.
Field-grade officers who are interested in competing for a PMS assignment must hold a master's degree or doctorate no later than May 31. No exceptions are authorized.
Officers who want to compete for PMS selection at either the junior or senior level should contact their assignment manager no later than July 8, and opt-in for consideration using the PMS preference sheet.
Officers who want to compete for PMS duty at the lieutenant colonel and major level must be in year groups 1992-2002. Additionally, they must have credit for completion of Intermediate Level Education, have recently served in a tactical or operational unit, and be available for a permanent change of station move no later than Sept. 15, 2017.
Due to force management requirements, lieutenant colonels and majors in certain branches and functional areas are not eligible to compete for selection. Those specialties are:
Army Medical Department (Medical Corps, Dental Corps and Veterinary Corps), Civil Affairs, Chaplain, Judge Advocate General's Corps, Finance, Cyber and Explosive Ordnance.
Also, FAs 24 (Telecom Systems), 29 (Electronic Warfare), 40 (Space Operations), 47 (Permanent Academy Professor), 48 (Foreign Area Officer), 49 (Operations Research and Systems Analysis), 50 (Force Management), 51 (Acquisition), 52 (Nuclear and Counter Proliferation), 53 (Information Systems), 57 (Simulation Operations) and 59 (Strategic Plans and Policy).
The restricted specialties at the senior level include:
Chaplain, Cyber, Judge Advocate General's Corps, Public Affairs and FAs 24 (Telecom Systems), 29 (Electronic Warfare), 30 (Information Operations), 34 (Strategic Intelligence), 40 (Space Operations) and 47 (Permanent Academy Professor).
Also, 48 (Foreign Area Officer), 50 (Force Management), 51 (Acquisition), 52 (Nuclear and Counter Proliferation), 53 (Information Systems), 57 (Simulations Operations) and 59 (Strategic Plans and Policy).
Also ineligible at both the junior and senior level are School of Advanced Military Studies grads who have not completed their Tier 1 utilization tour.
To prepare for the selection process, officers should audit their Army Military Human Resources Record.
The AMHRR should include an updated Officer Record Brief, an official photo in their current rank and their graduate and undergraduate college transcripts.
Officer evaluation reports submitted for this board must be received at the Human Resources Command by Aug. 15.
