Defense Secretary Ashton Carter has approved the Army's junior officer promotion scrolls for the remainder of fiscal 2015, clearing the way for active-duty advancements to first lieutenant and warrant officer one that have been on hold since early spring.
Monthly lists cleared by Carter include the delayed promotion rosters for April, May and June.
Promotions for these two ranks are based on service time, and normally are executed automatically, unless delayed or blocked by a commander.
The promotion point to first lieutenant is 18 months from entry on active duty, or 24 months minus one day from the date of commissioning, whichever is earlier.
The promotion point to CW2 is the second anniversary of warrant officer service, provided the officer has served at least 18 months on the Active Duty List in the grade of WO1.
"A new requirement to conduct a more extensive screen of selectees to certify exemplary conduct slowed the approval process" for the officers affected by the delay, according to information provided by the Office of the Army G1 at the Pentagon.

Orders authorizing the promotions and dates of rank for the affected officers will be published on line by the Human Resources Command no later than May 21, according to a notice issued today by HRC.
